Can this program in the free version, act as an outbound firewall? Also, if it can and you use windows firewall for inbound protection, will appdefend free protect the windows firewall from being terminated by malware?

Outbound firewall is a wide concept. You can control access to network (like SSM, PS and other HIPS do) and you can also control: protocols, local/remote ports/IPs, etc. The later is done by personal firewalls.
Also, if you want to use XP inbuilt firewall, I suggest you to take a look at Ghostwall.

i dont know if Windows Firewall has a process to protect, but heres a thread on using RegDefend to block WF from being terminated (http://www.wilderssecurity.com/showthread.php?t=160128).

Regdefend which comes with the appdefend installer can be used to protect windows firewall from termination. Download the latest gst file from here http://www.wilderssecurity.com/showthread.php?t=85130
It has a lot of extras added to it to help protect certain applications. Also the current beta of appdefend actually doesn't expire, when the trials up it still works fully.

So does Appdefend have some outbound firewall control? Not so much a full firewall, but just the ability to stop malware from communicating?

yes, appdefend can do a simple allow/deny applications from connecting out.
