I would like to have WIN98SE on the same machine as WINXP sp2. It came pre-installed from Dell with 3 partitions shown by the demo DD Suite 10 below:

NTFS 14 GB used, 143 GB free space
FAT16 8 MB used, 47 MB free space (EISA configuration)
FAT32 5 GB used, 450 MB free space (Concurrent DOS,CTOS)

I plan to purchase DD Suite 10 and possibly TruImage so long as it can do this.
I have read what I can find but I still don't understand. Can anyone assure me and recommend a "cookbook" step-by-step process? Thank you!

It can be done.

Resize the NTFS partition by the space you want for the Win98
Create a new FAT32 Primary partition with the space from the above step.
Install OSS Selector
Pop in your Win 98 CD, and right click on it,
Set the properties to Hide your XP Partition so the new partition will be C.
Boot the CD, Install Windows, reboot and enjoy.

There is something missing I think but you get the idea. I have Win XP, Win 98SE, Linspire, and Freespire on my machine. OSS Selector is great!
