startup sequence

how can I change startup sequence? i.e. how can I load the following sequence instead of the one at the attached pic:

1- Language indicator
2- Volume controls
3- AV
4- FW

I think it can be done with RegRun, but I'm not completely sure, sorry :-[
I have to leave that to those with more knowledge about RR than I have.....
