Have you tried this:

ftp://ftp.f-secure.com/anti-virus/tools/removal/uninst23.zip

UNINSTA23.ZIP - uninstalls F-Secure AV Products

{QUOTE-> UNINSTA23.ZIP - uninstalls F-Secure AV Products
UNINSTAV.EXE - uninstalls all supported AV products
UNINMCVS.EXE - uninstalls McAfee VirusScan
UNINDRS.ZIP - uninstalls Dr Solomon AntiVirus Toolkit
UNINNAV.EXE - uninstalls Norton AntiVirus

These utilities can be run separately (UNINDRS.EXE needs its INI-file
as well, found in the ZIP) or by running the "master" program UNINSTAV.EXE
which contains all the other scripts and runs them one by one to
automatically uninstall Dr Solomon, McAfee, Norton and FSAV without
the user having to know which one they have installed. You can also
run it in silent mode by using /S command.ftp://ftp.f-secure.com/anti-virus/tools/removal/ <-QUOTE}

You should use the removal tool only if the add/remove programs method doesn't work. So first try to uninstall F-Secure from the add/remove panel than use the removal tool if something goes wrong.
