I think what he means is that why is it always/frequently down? Should we delete it off the list?

You cannot remove it from the list. If you select a specific server instead of automatic server selection, you may not receive updates if that server has been removed or is currently down or overloaded.

Actually I was just asking if they removed it completely, since it's not on the server list in NOD32 :)
