TDS3 fails to load at user level

Hi,

I am trying out the evaluation version of TDS-3 and I am having problems with it loading.

Windows XP Pro

It will load as an administrator, but when I load it as user it comes up with a dialog box Radius.TD3 not found. I have give access to imgarreg.tds and the logs directory and cannot find any other files that have been updated.

Does anyone know what else I have to do.
