Best Free Firewall with Web Security?

What is the best or near to best "free" firewall included web security functions such as control of referrer and cookie or etc?
And Why? Please explain.

I tested again Agnitum Outpost Firewall 1.0.1817.1645 (free version) a few days ago. It has good plugins. (such as "active content")

I didn't know then that Outpost free still exist. Hope it was already upgraded and will not cause BSOD. Is this really a fully functioning reliable firewall? ::) ???
