tor64.exe - what is it?

Does anyone know what tor64.exe is, and if it is malware or adware, how to remove it? Spywareblaster, NIS, Ad-aware, and Spybot are not detecting it as anything, but yet Windows keeps asking if I want to allow it to run when it does not have a valid digital signature.
