Yes, it is, but I don´t think it is ready in all languages.
You can check here: http://www.microsoft.com/Windows2000/downloads/servicepacks/sp4/ by using the Select Language drop-down box.

:-\ Yep, it's been released, but I wouldn't be in a hurry to install it. Apparently, there are more than a few problems with it. See:
