Hello Rainwalker,

I asked expert the same question and here is the reply.

-{ Quote: "No, do not allow all connections for any single program but allow DNS. That thingy appear because it try to communicate with your DNS server. You can do any of the following to stop that:
Method I (unlimited):
Open Personal Firewall>Advanced>General Firewall Rules.
Click "Add" then Permit>Outbound>Any Computer.
Select UDP then select "only the types of communication/port" then hit "Add"
Locate port 53
Don't change anything other than selecting the Port 53.
Click OK.
Select Create event log then name the firewall as "Outbound DNS created by You" (so you know it's you who added that firewall rule)" }-

Method II is safest.

-{ Quote: "Method II (limited):
1. Do the above mentioned steps in Method I unlimited
If you want limited permission for this firewall rule, you will not choose "Any Computer" but you will specify that DNS server provided by your ISP.
2. Edit the existing "Default Inbound DNS" by changing the "any computer" to "only computer below" then add only the DNS server provided by your ISP." }-

Note you can find the DNS server provided by your ISP by the following.

Open command prompt/ type: "IPconfig /all" without quotes. You will see the DNS server address. There should be 2 of them. Be sure you list the first address and then the second address. Donot enter by range.

You must also enter it the way it is shown in ipconfig.
Choose to enter individually.

The reason you must not choose ranged IP is because the IP addresses in between your *** and *** is not assigned by your ISP to you.

The *** is the last 3 numbers.;)
