SWB and SWG installed on 2 xp pro pc's. On one, the IE tools is "restricted" and the other is not. I am logged in as admin on both.
Under SWB tools> misc ie settings .....the disable the ie homepage settings....button in unchecked on both pc's.

Hi Todd,
One other program that gives you the option to lock out access is Spybot S&D. If you have that check under Immunize if there are checkmarks for those options.
It could also be malware. So if it is not Spybot S&D or SpywareBlaster, please go to http://www.tomcoyote.org/hjt/, and download 'Hijack This!'.
Unzip, doubleclick HijackThis.exe, and hit "Scan".
When the scan is finished, the "Scan" button will change into a "Save Log" button.
Press that, save the log as a .txt file, and copy and paste its contents into your next post.
Most of what it lists will be harmless, so do not fix anything yet.

Resolved! it was the S&D Immunize setting :-[
