In my quest to find a Parental Filter I like, I contacted Computer Associates to see what they use since they have no trial listed. They were kind enough to tell me that the parental filter in their suite is an add on from K9 Blue Coat.

I contacted K9 after I installed the beat they have, asking what the program would cost once it is out of beta. They said that there plans are to leave it free.

The web filter runs from the web. There is no program to administer on your computer, it is a proxy. It uses about 3 -4mb of ram running as an .exe, and there is no drag on web browsing.
